Regular Meeting of the Board of Directors

President Stogdill called the regular meeting of the Malvern Community School District Board to order at 7:00 p.m.  The following directors were present:  Bell, Koger, Poort, Stogdill, Superintendent Barclay, 9-12 Principal Bonesteel, K-4 Principal Kilpatrick, and Board Secretary Sue Davis.  Director Stephens was absent.  There were 8 visitors present.

At 7:03 PM President Stogdill called to order the 2010-2011 Early Start Calendar Hearing for a school start date of August 18, 2010. Davis reported that no input was delivered to her prior to the meeting.  No persons present at the meeting provided any questions or input.  The hearing was closed at 7:05 p.m.

Stogdill welcomed everyone and asked if anyone wished to be placed on the agenda or speak in open forum.  There were no requests

In honor of School Board Appreciation Week Board Secretary Davis presented certificates of appreciation to the School Board members for their commitment and hours of service to this board and to the community.

Public Presenters:
Reorganization Study Committee Members, Katie Lewis, Brad Lewis, and Matt Urban announced the conclusion of their two-year committee study and shared the committee‚s recommendation with the board regarding the future of the Malvern and Nishna Valley school districts.  It was the committee‚s recommendation to move forward with the legal process necessary to reorganize the two districts into one new district.  Action will be taken on May 17th at a Joint Board meeting held at the East Mills High School.   Ms. Lewis asked to poll board members regarding their support of this recommendation and the Board indicated unanimous support.  It was noted that the legal process for reorganization requires a pubic vote in both districts, which will be scheduled at some point in the future.

Koger moved to approve the agenda as presented.  Bell seconded the motion.  Ayes ˆ 5  Nays-0  Motion carried.

Teacher Presentation- Carol Powles presented to the board information regarding the Teacher Mentoring Program.  Carrie Currin, Guidance Counselor, successfully completed the program by demonstrating competence in the Iowa Teaching Standards.  Everyone in attendance celebrated her accomplishment with cake and coffee.

The board watched a DVD entitled „What is AIW „(Authentic Intellectual Work).  The board was also given reading material, which will help them understand the success that has been achieved by using these strategies.  AIW will be the professional development for both East Mills High School and East Mills Middle School teachers during the 2010-2011 school year.

Poort moved to approve, with a correction to the minutes, the consent agenda as presented which includes the minutes from the previous meetings, bills for payments, and financial reports.  Koger seconded the motion.  Ayes -4  Nays-0  Motion carried.

Personnel:

Bell moved to approve the contracts for Jeff Laughlin, Head Girls Basketball Coach for the 2010-2011 school year and the contract for Shalee Laughlin, Concessions Manager for the 2010-2011 school year.  Koger seconded the motion.  Ayes-4  Nays-0  Motion carried.

Poort moved to approve the following resignations: Rob Erickson, Elementary Physical Education Teacher (part-time), Cara Girdner, Elementary Associate, Margaret Howell, Elementary Associate, Delores Jones, High School Associate, and Jessica Suarez, High School Spanish.  Bell seconded the motion.  Ayes -4  Nays-0  Motion carried.  The board wishes to thank these fine people for the work and time given to the students of this district.

New Business:

Koger moved to approve the list of graduates for 2010 pending their successful completion of graduation requirements.  Bell seconded the motion.  Ayes-4 Nays-0  Motion carried.

Koger moved to approve the district‚s participation in the federal Race To The Top (RTTT) Grant being written by the Iowa Department of Education.   Poort seconded the motion.  Ayes-4  Nays-0  Motion carried.

Bell moved to approve the School Calendar for 2010-2011 as presented, seconded by Poort.  Ayes-4 Nays-0 Motion carried.  The school start date will be August 18, 2010.

Koger moved to approve the 2010-2011 Elementary, High School, Learning Center, Certified Staff, Classified Staff, Athletic, and Crisis Handbooks as presented, seconded by Bell.  Ayes -4  Nays-0  Motion carried.

Poort moved to approve the Actuarial Valuation of Postemployment Benefit Plan, (the General Accounting Standards Board requires the district to do so) Koger seconded motion.  Ayes -4  Nays-0  Motion carried.

Bell moved to participate in the Iowa Education Cooperative Food Purchasing Program for the 2010-2011 school year. Poort seconded the motion.  Ayes -4  Nays-0  Motion carried.

Koger moved to approve Post Secondary Articulation/Concurrent Course Agreements with Iowa Western Community College.  Bell seconded the motion.  Ayes -4  Nays-0  Motion carried.

Poort moved to approve Construction Project Agreements, which include the final change order summary and substantial project completion documents. Motion was seconded by Koger.  Ayes -4  Nays-0  Motion carried.

Administrative Reports:

K-4 Principal Kilpatrick, Middle School Principal Taylor, and 9-12 East Mills High School Principal Bonesteel gave written reports.  Superintendent Barclay gave an oral report and answered questions from the board.

Communication/Information

       The board discussed plans for Graduation Day, May 16th at 1:30 p.m.
       Mr. Barclay shared a summary of the 2010 Iowa Legislative action and how it relates to education.
       Information was shared on the Monitoring the Future Survey Results for 12th grade students in 2009.
       Plans were made for the Staff Appreciation Dinner, Tuesday, May 25th at 5:30 p.m. at the EMHS Gym.
       Negotiations Update ˆMediation is scheduled for Tuesday, May 18th at 6:30 p.m. at the Superintendent‚s office.
       IASB updates were given.
       Joint Nishna Valley/Malvern Board Meeting will be held on Monday, May 17th at 7:00 p.m. at EMHS in Malvern
       A Special Board Meeting will be held on Thursday, May 20th at 5:45 p.m. at the Superintendent‚s office to transact some business that requires action before the regular June meeting.

Good News:
Thank-you‚s were read from Mrs. Kilpatrick and Mr. Mason to the board for the lovely calendars the board gave to every staff member in the district to celebrate Teacher Appreciation Week!  It has been a busy month so far, the Athletic Banquet, National Honor Society Induction, Music Contest, and Baccalaureate; all these events were very well attended.  The week of May 9th is School Board Recognition Week.  The elementary students sent each board member a thank you card, and cake and coffee was served.  On behalf of the staff and community, thank you Malvern School Board Members, you all go beyond the call of duty, and the commitment and time given to our students is appreciated.  Thank you!

Bell moved to go into closed session for the Superintendent‚s Evaluation per Iowa Code Chapter 21.5i.  Motion was seconded by Poort .  A roll call vote was taken: Ayes ˆ Bell, Koger, Poort, and Stogdill.  Nays-0   Motion carried.  Meeting went into closed session at 9:35 p.m.

Koger moved to have Mr. Barclay join the closed session, Poort seconded the motion.  A roll call vote was taken:  Ayes ˆ Koger, Stogdill, Poort, and Bell.  Nays-0  Motion carried.  Mr. Barclay joined the board at 10:00 p.m.

Bell moved to go into open session, Koger seconded the motion.  Ayes ˆ Poort, Bell, Stogdill, and Koger.  Nays-0  Motion carried.  The board was back in open session at 10:15 p.m.

Koger moved to adjourn the meeting, seconded by Bell, Ayes ˆ 4  Nays-0   Motion carried.  Meeting was adjourned at 10:17 p.m.
